In communicating with any consular officer in this
sense it should be made clear to him that it is
important that he should satisfy himself that the

All goods shipped to Hongkong from another part of the
Empire under licence or other special authority must be consumed
in Hongkong and goods allowed to go freely to Hongkong qua
British possession from another part of the Empire must not be
re-exported to foreign destinations. Merchants proposing to obtain from another part of the Empire such goods with a view to transhipment or re-exportation to destinations to which they
cannot be exported directly from that part of the Empire should
be instructed to apply to the Government concerned for authority
to ship to those destinations. Goods arriving at Hongkong from British ports for transhipment to destinations to which they cannot be exported directly from such ports should be allowed to proceed to their destinations on proof that exportation to
such destinations has been authorised. This means in case of goods from United Kingdom the production of a licence which is carried on the ship and which the Master should leave with the goods when landed for transhipment as evidence of authorised
destination.
